Designing the Future of Risk Capability

A connected approach to risk capability uplift, integrating behavioural insight, immersive experience and adaptive intelligence to build resilience and elevate safety performance across workforce levels.

 

Scope of Work

Commencing in 2022, a Tier 1 Civil Construction Company  engaged Epigroup in a three-year partnership led by progressive client leaders committed to innovation and industry-leading practice. Together, the scope focused on diagnosing safety culture, strengthening frontline leadership and critical risk discipline, and establishing a scalable framework to embed consistent, role-aligned risk capability across projects.

The Challenge

Delivering Scalable Risk Capability Uplift While Unifying Culture and Critical Risk Practice

The client’s Be Safe Home Safe vision required more than compliance. It demanded measurable uplift in risk competency, stronger frontline leadership and consistent critical control discipline across approximately 500 employees and subcontractors.

The program needed to:

  • Modernise induction and onboarding
  • Strengthen hazard perception in high-risk construction environments
  • Improve cross-discipline accountability
  • Build confidence among young and emerging workers
  • Demonstrate measurable movement in safety climate and lead indicators

A repeatable safety architecture was required, not a one-off training event.

The Approach

Translating Leadership Research and Learning Science into Field-Ready Capability

Epigroup designed and delivered a connected Safety Foundations architecture combining diagnostics, immersive learning and adaptive capability pathways all structured as one cohesive system rather than standalone training artefacts.

The program commenced with a Safety Climate assessment grounded in the evidence-based LEAD model (Griffin & Casey), establishing a behavioural baseline and identifying leadership drivers influencing field decision-making and risk conversations.

Three streams were deployed:

  • Safety Leadership
  • Risk Management & Critical Controls 
  • Safety Essentials (Green Hat)

Supporting infrastructure included:

  • Immersive VR simulations replicating falling objects, plant interaction, scaffold instability, crane lifts and live traffic proximity
  • A digital risk competency screening tool to diagnose knowledge gaps and confidence bias
  • Face-to-face workshops delivered across workforce levels
  • Adaptive eLearning modules via Area9 Rhapsode
  • Structured toolbox videos and facilitated discussion topics
  • A comprehensive train-the-trainer handover package enabling internal sustainability

The concept of ‘induction’ was re-engineered into role-specific, simulation-supported onboarding.

The Outcomes

From Program Delivery to Scalable Safety-Competency Infrastructure

The result is a role-aligned safety architecture designed for replication and broader organisational integration.

  • Stronger leadership consistency in pre-starts and toolbox delivery

  • Standardised assets enabling structured expansion across projects

The Safety Foundations model now provides the client with a scalable framework to embed risk competency, leadership alignment and cultural performance across future projects.
