DEWR National Psychosocial Capability Uplift

Delivered in partnership with the Commonwealth Government via the Department of Employment and Workplace Relations, this national initiative strengthened psychosocial hazard literacy across the Registered Training Organisation (RTO) ecosystem responsible for accredited Health and Safety Representative (HSR) training. The program targeted the highest workforce leverage point, embedding consistent regulatory interpretation into HSR education nationally.

 

Scope of Work

Epigroup was engaged by the Commonwealth Government via the Department of Employment and Workplace Relations through a competitive national process to design and deliver a psychosocial hazard train-the-trainer program for Registered Training Organisations delivering accredited Health and Safety Representative programs.

The scope extended beyond course development. It required translating amended Work Health and Safety Regulations into structured national capability uplift within the accredited HSR training system. Epigroup developed six interactive eLearning modules, comprehensive trainer guides and a three-day facilitated workshop program delivered across all states and territories.

The Challenge

Embedding psychosocial reform into accredited HSR training nationally

The 2023 amendments to the Work Health and Safety Regulations clarified the obligation of persons conducting a business or undertaking to identify and manage psychosocial hazards. The quality and consistency of psychosocial hazard education delivered through RTO’s directly shapes workforce understanding across industries and jurisdictions.

The challenge was therefore systemic. Uplift regulatory literacy, confidence and applied teaching capability within the accredited RTO ecosystem, while maintaining alignment with Commonwealth obligations, Comcare-approved HSR structures and diverse jurisdictional contexts.

The Approach

Co-designed governance delivering scalable national capability

Epigroup approached the engagement as a national capability intervention embedded within the accredited training ecosystem.

A structured lifecycle guided the program from regulatory alignment and discovery through development, pilot validation and national rollout. Governance was reinforced through a Stakeholder Working Group comprising regulator and industry representatives, ensuring transparency, iterative review and alignment with the amended WHS framework.

The blended model combined six foundational eLearning modules with three-day facilitated workshops. National logistics were coordinated to support consistent participation across jurisdictions.

Participants developed regulatory literacy before applying knowledge through case studies, structured discussion and reflection on delivery practice within accredited HSR programs.

The Impact

National uplift within the accredited HSR training ecosystem

One hundred trainers completed the blended learning program across 19 nationally coordinated workshops, with representation from every state and territory. Demand exceeded available places, reflecting sector-wide recognition of the importance of psychosocial capability uplift following regulatory reform.

Participant feedback demonstrated strong confidence and relevance, with measurable increases in psychosocial literacy and applied teaching capability.

More significantly, the initiative strengthened national consistency in how psychosocial hazard obligations are interpreted and embedded within accredited HSR training delivery.
